This RCP will ignore Rule 108, because it makes so many changes, and will not
update the numbers of any of the rules. We're basically just revising the
Initial Ruleset.

1. Transmute Rule 103 into a mutable rule.
2. Rewrite Rule 103 to read as follows:

    A rule-change is any of the following: (1) the enactment of a Pencil rule;
    (2) the repeal or amendment of a rule; (3) the enactment, repeal, or
    amendment of an amendment of a rule; or (4) the transmutation of a Pen rule
    into a Pencil rule or vice versa.

    (Note: This definition implies that all new rules must be Pencil rules.)

3. Transmute Rule 103 back into an immutable rule.
4. Transmute Rule 109 into a mutable rule.
5. Update Rule 109 to read as follows:

    Rule-changes that (1) repeal or amend a Pen rule or (2) transmute a Pen rule
    into a Pencil rule may be adopted if and only if the vote is unanimous among
    eligible voters. Transmutation shall not be implied, but must be stated
    explicitly in a proposal to take effect.

6. Transmute Rule 109 back into an immutable rule.
7. Rename "Immutable" rules to "Pen" rules, and update every mention of them to
   reflect this.
8. Rename "Mutable" rules to "Pencil" rules, and update every mention of them to
   reflect this. Also delete the mention of mutability in Rule 112, as it no
   longer serves a purpose.
